A fetish (from French fétiche; from Portuguese feitiço; from Latin facticius, "artificial" and facere, "to make") is a natural object believed to have supernatural powers, or in particular an object created by people that has power over people.
Tickling is all about control issues. Ticklers love the feelings of control when tickling someone to distraction and the ticklees love giving up all control to the helpless uncontrollable laughter racing through their bodies.
Initial tickling is erotic and playful, but continued tickling loses these features. Tickling involves submission, often the victim submits willingly at first and may even encourage the tickling.
